New Policy Paper Makes the Case for Independent Celebrants in UK Wedding Law Reform

TABLE OF CONTENTS

The time for change is now. After years of advocacy, the UK government has committed to reforming wedding law—and the public consultation launches in early 2026. This is the moment we’ve been working towards, and what happens next will shape the future of celebrant-led weddings for generations to come.

At AMC, we’ve joined forces with the Give Couples Choice Movement (GCCM) and fellow celebrant organisations across the UK to ensure independent celebrants have a seat at the table. Together, we’re championing a future where couples can choose the celebrant they love and have that person legally marry them—no registry office required.

In December, GCCM launched a comprehensive policy paper that makes a compelling, evidence-based case for including independent celebrants as authorised officiants under the reformed law. This isn’t wishful thinking—it’s a serious proposal backed by data, precedents from other jurisdictions, and the voices of thousands of couples who’ve already chosen celebrant-led ceremonies.

    What’s in the Policy Paper?

The policy paper, Reforming Weddings Law to Give Couples Choice: The case for including independent celebrants in wedding law reform, is aimed directly at MPs and policymakers. It presents a clear, structured argument that covers:

    The Current Situation
The government’s October 2025 announcement that reform is happening, with consultation coming in early 2026. This is real, and it’s happening fast.

Why Independent Celebrants Must Be Included
Hard data on the existing demand for celebrant-led ceremonies, the professional training celebrants receive, and the meaningful role we already play in couples’ weddings.

    Addressing Concerns and Misconceptions
Evidence-based responses to common objections, showing why the concerns about regulation, training, and standards can all be effectively addressed.

    How It Would Work
Practical proposals based on the Law Commission’s framework, showing exactly how independent celebrants could be regulated under the General Register Office—just like other authorised officiants.

    Precedents from Other Jurisdictions
Examples from Jersey, Australia, and other places where independent celebrants are already legally authorised to conduct marriages, demonstrating this isn’t uncharted territory.

    A United Voice for Celebrants

This policy paper represents something powerful: unity. It has the backing and support of multiple celebrant organisations—Academy of Modern Celebrancy, Celebrant Guild, Fellowship of Independent Celebrants, Celebrant Circle, Civil Celebrant Connection, and the Celebrants Collective. We’re speaking with one voice, presenting a united front to lawmakers.

This isn’t about competition between training providers or organisations. This is about securing a future where every celebrant can offer couples what they truly want: a meaningful, personal ceremony that’s also legally recognised.

    Why This Matters Right Now

Early 2026 might sound vague, but in policy terms, that’s tomorrow. The consultation window will open soon, and we need MPs to understand the importance of including celebrants before they’re asked to respond.

This is our moment. We’ve built an incredible profession. We’ve created ceremonies that couples cherish. We’ve demonstrated professionalism, skill, and dedication. Now we need to ensure that the law reflects the reality of modern weddings—and that means having our voices heard where decisions are made.

What You Can Do Right Now

The policy paper is a tool—but it only works if we use it. Here’s your action plan:

    1. Read the Policy Paper

Download and read the full document so you understand the case being made. You’ll be better equipped to talk about reform with confidence and clarity.

    2. Contact Your MP

Send the policy paper to your MP along with a personal email requesting a meeting to discuss why wedding law reform matters. The GCCM website has guidance on how to contact your MP—it’s simpler than you might think.

    3. Share with Your Couples

Your couples are your strongest advocates. They chose you for a reason. Share the policy paper with them and explain what reform could mean for couples like them in future. Even if it won’t happen in time for their wedding, they can support change for others.

This Is Our Profession’s Defining Moment

Every industry has pivotal moments when the future hangs in the balance. For celebrants, this is ours. What we do in these next few weeks and months will determine whether independent celebrants become part of the reformed law—or whether couples continue to face the burden of two ceremonies.

We’re not just fighting for ourselves. We’re fighting for every couple who wants their wedding to be authentic, personal, and legal without compromise. We’re fighting for the future of celebrancy as a profession.

The evidence is on our side. The public support is there. The precedents exist in other countries. Now we need to make sure decision-makers hear us loud and clear.

Ready to take action? Here’s what to do next:

    1. Download and read the GCCM Policy Paper to understand the full case for reform
    2. Read AMC’s Action Plan for Celebrants for detailed guidance on making your voice count

The consultation is coming in early 2026. That means we need to act now—not next month, not after the consultation launches. Now.
